Big year of building reforms

Significant reforms are underway in the building and construction portfolio to help enable more affordable homes and a stronger economy, Building and Construction Minister Chris Penk says.
“If we want to grow the economy, lift incomes, create jobs and build more affordable, quality homes we need a construction sector that is firing on all cylinders," Mr Penk says. 
“A recent report found that the sector supports 20 per cent of all jobs in New Zealand and contributes $99 billion dollars in sales. However, the report also found that productivity levels in the sector are the same as they were in 1985 and that the time taken to build a home has increased to a staggering 19 months on average. 
“Much of this lost productivity is due to the building consent system which adds layers of regulations that can make even the simplest projects a nightmare.

Government releases more Fast-track detail

The Government has released the independent Advisory Group’s report on the 384 projects which applied to be listed in the Fast-track Approvals Bill, and further detail about the careful management of Ministers’ conflicts of interest, Infrastructure Minister Chris Bishop says.

The full report has now been published by the Ministry for the Environment. It provides the full list of the 384 projects that applied to be listed in the Fast-track Approvals Bill, and the Advisory Group’s recommendation for each project.

“The Bill, as introduced, was going to contain two lists of projects with significant national or regional benefits: Projects listed in Schedule 2A of the Bill were intended to be ready to start the Fast-track consenting process as soon as the Bill passed into law, while the listing of a project in Schedule 2B confirmed that project’s national or regional benefits when it eventually sought Ministerial approval to enter the Fast-track consent process,” Mr Bishop says.

“As we said when we released the list of projects last Sunday, the independent Advisory Group recommended to Ministers a total of 342 projects for inclusion in the Bill. Cabinet chose to include 149 of them after taking into account the capacity from expert panels to assess these projects.

Significant investment for affordable housing with Waikato-Tainui

A $35 million Government investment will enable the delivery of 100 affordable rental homes in partnership with Waikato-Tainui, Associate Minister of Housing Tama Potaka says.

Investment for the partnership, signed and announced today in Waikato, will go toward the delivery of 57 affordable rental homes and enable the infrastructure of a further 43 affordable rentals just north of Ngāruawāhia.

“The Hopuhopu Housing Development will help deliver better social and community outcomes for whānau who will live, work, and build cultural identity there,” Potaka says.

“Waikato has the highest number of emergency housing use, and nearby Hamilton has the third highest number of applicants on the Housing Register of any territorial authority.

“Solving the housing crisis is one of this Government’s top priorities. In addition to our efforts to reduce emergency housing numbers, this partnership is another example of how we are taking action with Iwi to help address the housing shortage.”
