Freeing up land for urban development and housing

The Ministry of Housing and Urban Development is supporting the development of the Government’s new requirements for councils to free up land for urban development and housing as part of the Going for Housing Growth programme (GfHG).

GfHG involves three pillars designed to improve affordability and address the underlying causes of the housing supply shortage. The pillars are:

  1. Freeing up land for urban development, including removing unnecessary planning barriers.
  2. Improving infrastructure funding and financing to support urban growth.
  3. Providing incentives for communities and councils to support growth.

Auckland Council sets out guiding principles for time of use charging

In 2020, a report by the Ministry of Transport found that time of use charging could transform Auckland’s roads by reducing traffic by 8-12%. This could mean our motorways could function as they currently do during the school holidays, all year round.  

Time of use charging is one option the council and Auckland Transport are looking into to tackle congestion. Today, councillors at the Transport and Infrastructure Committee gave the go-ahead for a scheme to be designed for the Auckland region. Endorsement was given for the scheme’s objective to better manage travel demand and achieve an improvement in road network performance by:  

  • reducing congestion 
  • increasing the movement of people and goods 
  • improving the reliability of the road network.  


Time of use charging is a charge for driving on heavily congested roads, which could apply at different times or in different locations. It’s being used in cities around the world, which are seeing fewer cars on the road, better public transport use, reduced carbon emissions, and less time spent sitting in traffic.

Luxury lodge developer and shareholder settle $10m dispute

A would-be luxury lodge developer and a key shareholder have settled an ongoing $10 million dispute.

Australian-based developer Andrew McIntosh and Singapore-based Kurt Wagner are joint shareholders in B Property Group, the company at the centre of the dispute.

B Property Group development proposals include a $30m Queenstown house known as Pārore that has yet to be built and Kitea, a luxury Wānaka hotel.

According to High Court documents, Wagner invested $10m in B Property Group in May 2022, which was to be used to develop Kitea Hotel.
