Auckland’s Downtown Carpark Redevelopment Fast-Tracked for $1B+ Mixed-Use Precinct

A redevelopment of Auckland’s Downtown Carpark into two skyscrapers, three podium buildings, and a new laneway network has been granted Fast-track approval.

This is the 28th project to be approved through the Fast-track process.

Precinct Properties New Zealand Limited lodged its application in January 2026, with approval taking around five months since the appointment of an independent expert panel. 

“This project will see the demolition of the 7-storey Downtown Carpark at the western end of Auckland’s waterfront, followed by development of the site into an integrated mixed-use precinct,” says Mr Bishop. 

“The rebuild will include a premium 55 level commercial office tower, a 162m mixed-use residential tower, a hotel, retail, food and beverage spaces, publicly accessible civic spaces, and an expansive laneway network."

Recent data from Christchurch City Council shows that while 484 new inner-city dwellings were completed over the past year, the area recorded a net increase of only 50 permanent residents. Local representatives attribute this disparity to the proliferation of short-stay accommodation models like Airbnb, where property owners rely on event-driven surge pricing—driven by major venues like the new One New Zealand Stadium—to remain profitable while leaving properties vacant for much of the year. In response, local leaders are advocating for regulatory mechanisms, including a bed register, bed taxes, and residential-only zoning powers.

Better planning for growth and environment

Resource Management Reform Minister Chris Bishop and Parliamentary Under-Secretary Simon Court are welcoming the Planning Bill and Natural Environment Bill being reported back from the Environment Committee, with changes that improve the workability of New Zealand's new planning system while retaining its core design.

"The Government is replacing the broken Resource Management Act with a new planning system that will make it easier to produce food and fibre, and build the homes, infrastructure and renewable energy that New Zealand needs - while continuing to protect the environment,” Mr Bishop says.

"It’s a big part of the Government's plan to fix the basics, remove barriers to growth and build a stronger economy.

“The economic benefits of our new planning system are significant. Independent analysis shows the new planning system is projected to boost GDP by an additional 0.56 per cent every year by 2050, worth up to $3.1 billion annually. A cost benefit analysis estimates $13.3 billion in savings over 30 years through reduced administrative and compliance costs.
