Budget 2026 Commits $294m to Digitize Planning System and Launch 'New Zealand Flood Map'
Budget 2026 has earmarked $294 million to roll out the digital foundations of the Government's new planning and environmental management system, which will officially replace the Resource Management Act (RMA). A key feature of the funding is the development of the first comprehensive 'New Zealand Flood Map'—expected in 2027—alongside an e-Plan viewer designed to consolidate the 78 currently fragmented council planning systems into a centralized, nationally consistent platform.
For the property sector, this digitisation aims to slash the estimated $1.29 billion spent annually on consenting and approval processes. Developers and urban planners will benefit from standardized data sets, reduced administrative redundancies, and a simpler framework across different territorial authorities. Furthermore, the introduction of a single, trusted national flood risk map will provide critical, property-level risk assessments, fundamentally altering how land acquisitions, insurance, and hazard planning are underwritten and consented moving forward.
