Budget 2026 Introduces $400m 'Incentives for Growth' Fund for Pro-Housing Councils

The Government has allocated $400 million over four years for the new Incentives for Growth Fund, designed to reward local councils that actively enable housing development. Announced as the third pillar of the 'Going for Housing Growth' programme, the fund aims to shift the financial burden of infrastructure, allowing councils to receive payments based on a proportion of the national average new dwelling consent value. Payments will commence from April 2027, with higher payment tiers for councils that enable higher proportional rates of growth.

For developers and land owners, this represents a major structural shift. Historically, councils have viewed greenfield and high-density developments as a net cost due to the requisite infrastructure upgrades, creating an inherent disincentive to approve projects. By transforming housing growth into a direct revenue stream, local authorities will be financially motivated to fast-track resource consents and approve larger subdivisions. The funds can be utilised for infrastructure-related capital and operating expenditure, though they cannot be used for water infrastructure or costs already covered by developer contributions.

Budget 2026 Commits $294m to Digitize Planning System and Launch 'New Zealand Flood Map'

Budget 2026 has earmarked $294 million to roll out the digital foundations of the Government's new planning and environmental management system, which will officially replace the Resource Management Act (RMA). A key feature of the funding is the development of the first comprehensive 'New Zealand Flood Map'—expected in 2027—alongside an e-Plan viewer designed to consolidate the 78 currently fragmented council planning systems into a centralized, nationally consistent platform.

For the property sector, this digitisation aims to slash the estimated $1.29 billion spent annually on consenting and approval processes. Developers and urban planners will benefit from standardized data sets, reduced administrative redundancies, and a simpler framework across different territorial authorities. Furthermore, the introduction of a single, trusted national flood risk map will provide critical, property-level risk assessments, fundamentally altering how land acquisitions, insurance, and hazard planning are underwritten and consented moving forward.

Auckland Commercial and Industrial Land Prices Hit Record Highs Amid Severe Shortage

New property market data released this week reveals that Auckland's commercial and industrial land values have surged to an average of $1,190 per square metre—the highest level recorded in a decade and a 600% increase over the past ten years. The available land area for industrial properties has plummeted by 64% over the same period (dropping to a record low average of 1,864 sqm), driving the average asking price for industrial buildings above $3.5 million for the first time.

This structural shortage underscores a critical shift in the Auckland market where developable land supply, rather than the built asset, is becoming the primary driver of commercial value. Development managers must adapt to a highly constrained environment where securing serviced sites is becoming increasingly difficult and expensive. The squeeze on land availability is likely to force developers to pivot towards more intensive, multi-level industrial formats or look further afield to regional corridors to maintain viable project margins.
