Waimauku West Fast-Track Application Proceeds Despite Local and Council Opposition

The proposed Waimauku West development by Halberd Holdings, which aims to build up to 2,020 homes on rural hills 35km northwest of Auckland, has officially entered the fast-track consenting process. The 196-hectare project sits above an existing flood plain, prompting significant opposition from local residents and Auckland Council. The council had argued that the development’s plans did not adequately address severe downstream flooding risks or the pressure it would place on roading, water, and wastewater infrastructure.

For the property sector, this case is emerging as a critical test of the Fast-track Approvals Bill regarding environmental constraints and the new National Policy Statement for Natural Hazards, which took effect in January 2026. The policy requires developers to avoid or mitigate any increase in significant risk to other downstream sites. If the independent fast-track panel approves the private stormwater mitigations proposed by the developer, it may set a strong precedent that large-scale greenfield projects can proceed over local council objections, even in historically flood-prone areas.

Sixth renewable energy project fast-tracked

The Māhinerangi Wind Farm project in Otago has been granted Fast-track approval.

This is the 26th project and the sixth renewable energy project to receive approval through the fast-track process.

Tararua Wind Power Limited lodged a substantive application in November 2025 to expand and operate the existing Māhinerangi Wind Farm near Eldorado Track, approximately 50 kilometres west of Dunedin and 5 kilometres north of Lake Māhinerangi.

Approval has taken four and a half months since the independent expert panel commenced.

“The approved Stage 2 development, known as Puke Kapo Hau, will expand the existing wind farm, which has been operating since 2011,” Mr Bishop says.

Auckland's original McDonald's site to become 680-bed student tower

A heritage-listed building on Auckland's Queen St that once housed the city's first McDonald's restaurant — and before that, one of its grandest 19th-century banks — is being redeveloped into a 32-level student accommodation tower.

The Queen St building, widely remembered as the site of Auckland's original McDonald's, will have its historic facade retained as part of the new development, according to Precinct Properties chief executive Scott Pritchard.

The new tower will rise 32 levels above the heritage frontage and provide accommodation for about 680 university students, each in individual studios with their own kitchen and bathroom.
